A functioning retail electricity market should enableeach customer to choose the best supplier. At the same time it should be a signal to investors for investing in new power generation capacities, including in clean energy generation.

“Promoting transparentcompetition and easy access for different suppliers to each customer and fostering construction of new and/or replacement capacities for new electricity generation should be of the utmost importance for EU Member States in order to allow consumers to take full advantage of the opportunities of a liberalised internal market in electricity.” (Directive 2009/72/EC of the European Parliament and of the Council).
